Why Yahoo! is not upgrading to Zend Engine 2 and PHP5?

I’m Yahoo! Small Business Hosting service customer. And my web site is developed in PHP. Unfortunately performance is quite slow and I was wondering why so I checked the PHP info which shows:
PHP Version: 4.1.11
Zend Engine v.1.3.0
A key factor in the performance jump is the Zend Engine 2, the heart of the PHP language. PHP5 is just faster than PHP4. So why Yahoo! is not upgrading to Zend Engine 2 and PHP5 while other hosting companies already have done it ages ago?

At this time Yahoo! Web Hosting has no plans to upgrade to newer versions of their server software. Based on current user needs, they have found that the software that is available meets the needs of a majority of their users. Yahoo! Web Hosting continually evaluates the needs of users as well as security alerts and technology trends to determine when a software upgrade is required.
